AASHTO – Equipment Management Technical Services Program (EMTSP)
The EMTSP comprises four regional equipment management partnerships of State Highway Agency (SHA) Equipment Managers and their staffs. The partnerships exist to serve as the comprehensive national resource supporting effective and efficient governmental highway equipment fleet management. Why Should Your Agency Join a Regional Equipment Partnership?
State Highway Agency (SHA) equipment fleets represent a significant capital investment, which also require recurring maintenance and operational expenditures. Fleet assets are vital to the delivery of agency programs, projects, and services – especially those associated with emergency response. Efficient management of these assets can yield significant savings as well as improved performance and reliability. The technology associated with both on- and off-road equipment is constantly advancing. Micro-processors now control everything from fuel flow to headlights and everything in between. Equipment Management Information Technology is constantly advancing as well. This rapid rate of change presents a significant challenge for agency equipment professionals as they try to stay abreast.
Membership in a Regional Equipment Management Partnership offers your agency the following significant benefits:
- A clearinghouse for comprehensive, up-to-date information on equipment specifications, fleet management best practices, and equipment-related research through a unique website and online reference library.
- A means to exchange ideas, information, and best practices with other fleet management professionals through regional partnerships.
- A web-based bulletin board system (BBS) and Listserv to facilitate Q & A among equipment professionals.
Participation in the EMTSP
Eligibility & Cost
The Equipment Management TSP is open to any AASHTO member agency. This technical service program is being made possible through an AASHTO voluntary contribution fund assessed at $3,000 per year per State. Travel and subsistence costs for attending annual regional partnership meetings are covered for one State representative as part of the voluntary contribution.

A Strategic Plan for Equipment Management Research (NCHRP 20-07/Task 309)
AASHTO has released a report titled “Challenges and Opportunities: A Strategic Plan for Equipment Management Research”. The report identifies needed research which would assist equipment managers deal with day-to-day external and internal challenges. Read the Equipment Final Report – October 2011.
