This project’s purpose was to compare emulsion chip seal binder to hot asphalt cement binder based on actual project performance. A comparative analysis of the binders was completed over a three-year period on 10 rural roads that received new chip seals in the Texas Department of Transportation’s (TxDOT) San Antonio District 2005 chip seal program.
