About EMTSP

About Equipment Management Technical State Partnership (EMTSP)  

The EMTSP is comprised of four regional equipment management alliances consisting of State DOT and State Highway Agency (SHA) Equipment Managers and respective staff. The regions (see home page partnership maps) exist to serve as the comprehensive national resource supporting the delivery of effective and efficient governmental highway fleet asset management.

State Participation in the EMTSP is facilitated through the American Association of State Highway Transportation Officials (AASHTO) Equipment Management Technical Services Program.  AASHTO has continued to contract with the National Center for Pavement Preservation (NCPP) to administer the AASHTO Equipment Management Technical Services Program and through a subscription funding plan supported by the participating EMTSP states.  More information on the AASHTO technical services program can be found at https://transportation.org/equipment-management/.

Benefits of the EMTSP include:

  • A clearinghouse for comprehensive, up-to-date information on equipment specifications, fleet management best practices, and equipment-related research through a unique website and online reference library
  • A means to exchange ideas, information, and best practices with other fleet management professionals, through regional affiliations
  • Web-based training written to and designed for State DOT equipment fleet professionals
  • Establishment and promotion of common State DOT fleet management performance measures
  • Scheduled affiliation sponsored fleet management conferences
  • Advancing and promoting best fleet and asset management practices
  • Supporting new equipment fleet research priorities and projects
  • Promoting awareness of emerging, developing and available equipment technologies
  • Monitoring and disseminating information regarding proposed regulatory changes and new research
