TC3 Course Added – State Procurement and Disposal – Concepts for State DOT Equipment Fleets

One of the primary responsibilities of a DOT fleet manager is to ensure that the fleet has the right mix of equipment, and that the equipment is utilized optimally. This course covers best practices related to State DOT equipment fleet procurement and disposal. Public procurement is the acquisition of goods and services by State government agencies. Disposal relates to how the fleet will treat declining-value assets.

Establishing Core Equipment Complements and the Optimal Sizing of State Equipment Fleets

DOTs utilize a variety of equipment to carry out their mission of providing safe, reliable, and efficient operation of highways and other agency operations. The precise composition of these fleets depends upon the State’s geography, population centers, the mission, and management policies of the department. The course will teach participants to:

  1. Explain how optimal fleet sizing is accomplished
  2. Recognize the importance of establishing deliberate agency fleet sizing programs
  3. Summarize agency equipment fleet analysis methods and strategies
  4. Describe characteristics and activities associated with effective equipment condition assessment programs
  5. Explain strategic operations, maintenance, and capital improvement decision-making activities related to the establishment of fleet equipment replacement plans
  6. Describe the strategies, activities, and responsibilities involved in developing a long-term systematic fleet replacement program designed to stabilize funding

TC3 Course Added – Benchmarking and Best Practices for State Equipment Fleet Management

Most agencies defer to a strategic plan when making decisions about resource allocation and implementing long-term improvements. This course, recommended for 2.5 PDHs, discusses how to track performance metrics based upon what’s important in an agency’s long-term strategy. This course also covers topics such as developing performance metric targets, measurement techniques, internal and external benchmarking, performance gaps, limitations of benchmarking, and benchmarking best practices.

Preventive Maintenance Concepts for State Fleet Operations (3.5 hours)

This course focuses on preventive maintenance (PM) programs for equipment fleet operations, which involve a systematic and proactive schedule of work that provides inspection, detection, and correction. PM programs are the key element in supporting a cost-effective fleet operation. These programs reduce equipment operating and ownership costs by minimizing unscheduled catastrophic repairs, equipment downtimes, and loss of operational productivity.

The following six modules comprise the course:

  • Module 1: Preventive Maintenance – A Primer;
  • Module 2: Establishment of a Successful Preventive Maintenance Plan;
  • Module 3: Preventive Maintenance Program Designs;
  • Module 4: Planning for Preventive Maintenance Work;
  • Module 5: Managing the Program; and
  • Module 6: Understanding the Benefits Versus Costs of an Effective Preventive Maintenance Program.

Utilization Management Concepts for State DOT Equipment Fleets

The five (5) module course will provide the Agency employees an overview of technical information focused upon the structural impediments, challenges and successes to be realized from the successful establishment of an Agency-wide fleet utilization program. The work will include discussion topics focused upon the importance of utilization management practices; associated challenges; recommended approaches and techniques for monitoring, measuring and managing fleet utilization; the importance of understanding your Agency’s mission, programs and activities, and suggested strategic approaches to enhance equipment fleet utilization outcomes.
This course contains five modules.

They are:

1. Importance of Utilization Management and Associated Challenges
2. Introduction of Concepts, Terms, Definitions, and Approaches
3. Eight Elements for Equipment Fleet Utilization Review and Management
4. Establishing Utilization Standards or Thresholds and Measuring
5. Strategic Approaches to Enhance Outcomes

Equipment Specifications – Concepts and Tools for State Equipment Fleets

This six (6) module course provides a primer of basic knowledge and understanding of the development equipment specifications for the procurement of State DOT required goods and services. The course content is focused upon new specification writers who want to understand and learn basic fundamental skills in government procurement and specification writing. Participants will develop a working understanding of the specification writing process and how to incorporate skills learned into future procurements.

Participants will learn by practical application, theory and the resultant benefits of:

Understand technical writing skills necessary for specification development
• Understand the importance of working in tandem with State Procurement personnel
• Understand the importance of understanding and knowing State Procurement and Ethics Laws, Codes and etc.
• Understand the importance of research, an organized approach, and documented results
• Recognize the different types of specifications and when to use each type
• Understand the importance of language use in technical specification writing
• Being able to write a competitive, technical specification that is clear, concise, complete and well formatted
